u get this book from a guy in a cage, in the first room of trash in deathknight wing.

and something like this is the rewards:

Upon completion of this quest, Craftsman Wilhelm will offer to craft the frost resist pieces for you in exchange for materials and a hefty sum of gold. You must venture into Naxxramas and acquire Omarion's Handbook from Master Craftsman Omarion, who is inconveniently locked up in a cage a few pulls into the Deathknight Wing. If I remember correctly, you have to be at least Honored to obtain the book and all you have to do is speak with him. However, dealing with Wilhelm is not your only option.

If you are Revered with the Argent Dawn and a craftsman (blacksmith, tailor, leatherworker), Omarion will teach you to craft the bracers and gloves of your respective profession, and at Exalted he will teach to craft the breastplate. All of the rest of the frost resistance set pieces drop within Naxxramas.

It shouldn't be too difficult to clear to Omarion with a small handful of people, and it should be noted that crafting the blacksmithing pieces require the Icebellow Anvil found within the same room.

Echoes of War is actually not a prerequisite to get this quest. I got the book from Omarion today, and I've never killed a single mob in Naxxramas.

Huh. A Really strange, very minor change was made to this quest. Back before 3.0 the quest stated "I'm sure you will charge a hefty fee for your services because you are, after all, a bastard"

I find it strange that they changed it from Bastard to Crook in 3.0, the patch where you were NO LONGER ABLE to get this book. http://www.wowwiki.com/Quest:Omarion%27s_Handbook shows the old text as it was presented before the change.

Omarion gives this book to certain people, but I can't remember who exactly. It's either people who have 300 in their profession but their Argent Dawn reputation isn't high enough, or their Argent Dawn reputation is high, but their tradeskill is not high enough.

It makes sense that he gives this to people who are high rep with the AD, but not 300 in their profession ("their skill is even worse than yours" omarion, to wilhelm in regards to you the player), and I assume that he can only give the book to those people who he trusts, those high with AD rep, but just haven't quite mastered their craft.

Once you give the book to wilhelm, he will craft the gear for you for high prices and more mats, so it pays off to max your skill so that you can craft the gear for cheap.

In the quest description it says something about last "recipes", maybe the quest is for an alchemist( or cook, but unlikeky I think )

Umm where do you get it, i was assuming for Omarion in Naxxramas, but i talked to him got nothing, except he learned me to tailor frost res gear, mabye i cant get book cuz i have proffesion, maybe its only for those without proffesion or what?

I *think* this is how it works (have only tested part of it).

If you're a Tailor (300) he will teach you Glacial Wrist and Glacial Gloves. If you're Exalted, he will also teach you Glacial Cloak and Glacial Vest.

If you are not a Tailor, you can hand in the book to Wilhelm at LHP to complete the "quest", upon which Wilhelm can craft for you. Except Wilhelm will then charge you gold in addition to the mats: 200G for Cloak, Vest, or Wrists, and 300G for Vest. (Again, you will need to be Exalted for the Cloak or Vest.)

The Glacial items, of course, are for high frost resist gear for later on in Naxx.

Figured it out.

The following quests can be picked up from Artesão Wilhelm at the Light's Hope Chapel in the Terras Pestilentas Orientais by completing Manual de Omarion which you get from Mestre Artesão Omarion.
He's trapped in a cage in the first room of trash in the Deathknight Wing inside Naxxramas.
With a skill of 300 and high enough reputation, you will be able to choose from a total of 13 different patterns depending on your professions: Alfaiataria (4), Couraria (6) or Ferraria (3).

(Patterns actually doesn't exists, all of them are taught by Mestre Artesão Omarion in Naxxramas.)

As a 300 blacksmith with Revered with Argent Dawn I was not being given Omarion's Handbook in order to do the follow up to get my Perneiras da Perdição Gélida

It turns out for 300 crafters (blacksmithing/leatherworking/tailoring) the book is not necessary in order to pick up A única cançoneta que eu conheço... as it became available once I completed Ecos da Guerra. I believe you have to have talked to Mestre Artesão Omarion though.

I'm not sure if it's also required you be revered.

It appears as though you cannot receive this quest if you have 300 skill in Blacksmithing on a Warrior/Paladin, Tailoring on a Mage/Priest/Warlock, or Leatherworking on a Druid/Rogue/Hunter/Shaman.

Which is kinda silly since Warrior/Paladin/Druid/Rogue/Hunter/Shaman all still need the Glacial Cloak for their FR sets but will not have access to Manto glacial as a result of this gate keeping.
