Ask the Devs—5.3 PTR Edition
Blizzard's latest
Ask the Devs
covers PvP in Patch 5.3. There are some big changes in store, including an ilvl 496 cap in arena and RBGs, as well as resilience removed from all current PvP gear. Players asked questions about the following topics:
PvP Item Level Cap: since all gear will scale down to 496 in arenas and RBGs, players were concerned about PvE trinkets with strong procs, and if the feeling of excitement is now gone when you buy/upgrade gear.
Resilience: Players now get 65% base resilience, and resilience is removed from all current PvP gear. However, PvP resilience remains on heirlooms as well as gems and enchants, but may change in the future. Tank flag carriers now take additional damage in battlegrounds as a way to discourage PvE-geared tank flag carriers.
Rewards and Incentives: Elite gear is now meant to be a vanity reward, similar to the Challenge Mode transmog sets. The team agrees that there's room for more PvP rewards in between, such as a reward for winning 50 Battlegrounds.

Blizzard just posted some more Patch 5.2 hotfixes. Of particular interest:
Crane Rush
in the Twin Consorts encounter now deals 5 million damage, down from 30 million damage in Raid Finder difficulty.

have had their +use effects changed only for PvP combat: they are half as potent but last twice as long.

News Round Up: Legendary Guide Updated, Battle Chest Sale
Today's news roundup features a lengthy discussion on WoW's RNG loot system. While
5.3 will reduce the amount of bad bonus roll streaks

5.3 PTR Patch Notes - April 15
The 5.3 PTR Patch Notes were just updated! In addition to class changes, there's some big quality of life changes:
Shado-Pan and The August Celestials daily quests no longer have a faction prerequisite to be Revered with the Golden Lotus.
A Test of Valor: Reduced the amount of Valor needed for this achievement to 3000 Valor Points, down from 6000.
Picking up the Alliance or Horde flag while in a Rated Battleground now increases damage taken by 50% for characters in a tanking specialization, and increases damage taken by 20% for characters in a non-tanking specialization.
Tyrannical weapons will not have earned Conquest Point requirements.
Blink Strike has been redesigned. On live, it causes your pet to instantly teleport behind an enemy target up to 40 yards away from your pet and inflict 600% normal damage. On the PTR, it is called Blink Strikes, is a passive ability, increases the pet's Basic Attack damage by 50 %, can be used from 30 yards away, and causes the pet to instantly teleport behind their target.

5.3 PTR: Transmog and Vanity Armor
The 5.3 PTR is filled with ways to get vanity items--there are even some for PvP! Whether you're looking for new transmog gear or want a prestige item to show off beating a tough boss in Brawler's Guild, this patch has something for everyone.
Transmog: Cosmetic Armor and UI Improvements
A new armor type has been added: Cosmetic. So far, there is one cosmetic armor item,

When transmogging the item, we noticed that you can transmog any item from void storage or your bank now--it's not just the gear limited to your bags. You can expand the transmog display to see icons of all transmoggable items for a slot.

5.3 PTR Patch Notes - April 11
The
5.3 PTR Patch Notes
were updated this afternoon with a few additions.
The biggest changes include:
Healing abilities and spells which automatically pick targets now follow consistent rules for targetting logic. Targets with lower % health will be preferred, and players are weighted more heavily than pets.
Players with full health no longer count towards the cap for area-of-effect healing abilities and spells.
Summoned pets/totems will chain cast spells with no delay between casts.
All creatures Level 90 and above have a chance to drop Lesser Charms of Good Fortune.
Two new purchasable items using Elder Charms of Good Fortune have been added to the quartermasters on the Isle of Thunder.

's maze was never a player favorite, and it just got some improvements. These improvements were added to the hotfix blog on April 9th.

5.3 PTR - Build 16825 - Hearthstone Promotion Mount, Achievements, Icons, and More
After a week-long break, the 5.3 PTR is getting some updates! There's a new promotional mount for Hearthstone, some vanity items tied to the Darkspear Rebellion, a pet that changes appearance based on the seasons, and new Brawler's Guild achievements.
There were a number of spell changes as well, but
Ghostcrawler just posted
that some are tooltip fixes and should be taken with a grain of salt.
