Tom Chilton on Follower Levels and Mission Tier Availability
Game Director Tom "Kalgan" Chilton has taken to the official forums to explain Follower endgame:
Off the top of my head, I'm really not sure what can be done to make the level 100 follower endgame more interesting.
Once you have followers at ilvl 615, the second tier of level 100 missions unlocks, at 630 the third tier unlocks (includes missions with ilvl 645 gear for your character), and when you have followers at ilvl 645 the fourth tier unlocks.
The fourth tier is special in that they show up rarely, but they're raid missions for your followers that reward your character with raid quality loot of a tier higher than you're currently running. If you're doing LFR, you'll get normal quality raid loot, if you're running normal raids you'll get heroic quality loot, and heroic raiders will get mythic quality loot. Mythic raiders will get mythic loot and 1k gold (
These missions show up rarely enough that you won't be able to deck out your character in these items before the next raid zone shows up, but having a handful of them will give you a nice edge.
For the love of the Light, if we have a limited size army (the size limit makes no sense in the context of making a fortress in a savage world), can you soften the blow of people who have become attached to their followers by sending them to Stormwind for rest and relaxation, relocating them to an outpost (where they look pretty and don't do much), or something? "Dismiss" sounds very harsh and final (and makes the commander out to be a complete jerk for abandoning loyal followers to the savage enviroment).
Yes we can. We're removing the concept of dismissing followers and instead changing to a limit of 20 active-duty followers that can go on missions. What that means is, if you're over 20 active followers, you won't be able to start a mission until you're down to 20 active-duty followers. Your followers that are on inactive duty still show up in your UI (but marked as inactive), and don't lose any levels, progress, etc. One follower per day can be returned from inactive duty for 250g.
The nature of the tuning here is such that it's absolutely not going to impact any sort of cutting-edge progression racing during the early days/weeks of a new tier. It's more of a helping hand later on. And because the availability of these missions depends on your character's actual raiding progression, they aren't replacing or trivializing the importance of actually going into raids and killing bosses.
Without getting into exact numbers, being classified as a "Heroic raider" or "Mythic raider" or the like requires multiple weeks of experience in a given zone at a given difficulty. And if you're worried about the impact on gearing up for the next tier, an occasional chance at a random Mythic piece pales in comparison to the dozens of Mythic items your farm clears will be bringing in every week, with the ability to trade items around and target specific drops through bonus rolls. This will be a drop in the bucket by comparison.
Garrison missions (or lack thereof) aren't going to impact any sort of world-first or realm-first competitions. But this system does help keep the system relevant to a broader range of players, and as overall gear levels improve over the course of a tier.

building has a selection of different gadgets - you can use one every day - and one is called

The devs think that Magtheridon doesn't feature in Warlords of Draenor.
The devs have been working on Warlords since before Pandaria was done. They've been making a big effort to plan out the expansions ahead of time to ensure they fit together cohesively, there are already strong ideas in place on the next expansion too. They recognize that they haven't done a good job of transitioning the team to get the next expansion out faster, although the Mists patch cycle was fast and hope to do better in future.
feel is very similar to Warlords of Draenor, just not focused exclusively on rare mobs. You can collect items, or kill rares, or mobs, or any combination of the above in these endgame quests.
The devs take a "less is more" approach to the cinematics in Warlords. The Garrison has cool upgrade cinematics with voiceover and more, and other key events at the climax of zones have cinematics.
Rexxar comes into the story in Draenor.
While you're stuck in Draenor story-wise, you can hearthstone back to old zones. They originally had it so that it would be really hard to go back to Azeroth and Outland, but it wasn't as fun. They've worked really hard on the Ashran hubs (
) to ensure they've got elements from all the races, and portals back to the older content.
Voljin's Shadow Hunters are similar to the Kor'kron shadowing Garrosh - they're equivalent of SI:7 for the Alliance. Players will be working with them a lot in the max level content.
Guards can be obtained for your garrison from all the racial factions with
, and they've just added Death Knight guards for players exalted with
. There's also banners and the like for exalted factions.
There's around 16 endgame story questlines, one per week, and they are not repeatable. You can play through these quests with your friends. The first few weeks you'll be building up your garrison and meeting a cast of characters. 8 weeks or so in, they'll start revealing the Burning Blade warchief and what happens there, but it's 12-16 weeks of content if you do it every week.
Garrisons are character-level, not account-level. Certain parts of the system are account wide, things that would be painful to do over and over. Level 3 blueprints are now account-wide - you only have to do the achievements once. Level 1 and 2 blueprints just cost gold. If there are other things that should be account wide, the devs will make them so.
The devs have recently made a change to how
work - instead of dismissing followers, you just deactivate them. They'll all stay in the list, keep all their experience and everything they have, and you can reactivate one follower every day for a small gold cost. The cap is still in place for active followers as the devs want the gameplay to be interesting. Check out all the

Budd hasn't made it to Draenor.

For the Legendary quest, you'll be working with Archmage Khadgar, who'll be building you a ring such as
Spellbound Runic Band of Elemental Power
. They learned a lot from Pandaria, so there's not going to be Legendary PvP quests, and no rep grinds. You can start at level 98, and it's all going to be based around dungeons and raids.

Max level questing should provide considerably more variety than before. The Garrison outposts are also involved in this, along with the aforementioned objectives and quests--check out our

. Every week in the Garrison at max level, there'll be a Story Quest to send you out into the world, and the Level 3 Buildings will offer the best high level bonuses - the
building offers you a bodyguard, the
offers you a summonable limited-duration vehicle once a day. You can remove and redo buildings.
Rare spawns and bosses have been increased, as well as treasures, in order to reward exploration. There's also dynamic objectives to emphasize the feeling of freedom in zones. The questing is all still there, but these additional objectives add freedom and flavor.
Garrison Invasions can be fought off by you and your friends - the invasions use Blizzard's new AI, and they're different every time. You'll be given Bronze, Silver and Gold rewards for doing better or worse at the invasions, so bringing your friends is beneficial!

Medium Buildings Guide
You invite people to your garrison with a drop-down from the player portrait. The whole guild can head to the Party Leader's garrison, and use things like portals to a zone that the Party Leader has unlocked. The aim has been for the perks to be as share-able as possible.
There's also perks - the
offers a perk that allows your items to ignore durability damage.
Professions in Warlords are pretty different. You're going to be able to
build buildings for every profession
, whether you know the profession or not. If you know blacksmithing and build the blacksmith building (
), you'll get an additional daily cooldown and the very best items. Non-blacksmiths will be able to build all but the very best items from the building, and will miss out on a daily cooldown from the Blacksmithing profession.

Garrisons have evolved a lot since BlizzCon - the base principles remain the same, but a lot more details have been added. Just creating buildings to get buffs wasn't enough, so that buildings provide whole new gameplay elements. The Garrison has been reduced in size a lot since BlizzCon. There's also been a lot of time spent on integrating the Garrison into every zone.
There is an entire Garrison experience in the leveling process - it starts before you're an hour into the expansion, and you'll be building outposts as you level in every zone on your way to 100. The outposts offer unique questlines and abilities.
The base concept of housing in WoW is something discussed for a long time, but the devs wanted to create something that brought more gameplay, and with us stuck in Draenor, this expansion seemed like the right time. Dave adds that it gets back to the Warcraft RTS feel - building up a base. Also, when you're at max level, it also gives you a way to advance progression in a tangible fashion with buildings and structures in your base.
After Tanaan Jungle the Alliance and Horde split up - the Alliance head to
to form a friendship with the Draenei and create our Garrison. The Horde head to
to befriend the Frostwolf clan led by Durotan, and build their Garrison.
Dave is filling us in on the story of why we're heading to Draenor, including Garrosh's escape to Draenor and get all the Warchiefs together into the Iron Horde to bring vengeance on the Alliance and Horde in our world who brought him to justice. Our first task on arriving in Draenor is to shut down the portal from the other side to protect our world.
