Blizzard has clarified what the "Veteran Account" information from
6.1 PTR datamining
refers to. "Veteran Accounts" revert lapsed accounts into Starter Edition mode, letting them log into WoW with restrictions.

We’ve always had this kind of weird limitation where if you’ve never played WoW we let you play as much as you want, albeit in a very restricted Starter Edition account. However, if you have ever had a subscription--but don’t currently have one--we don’t even let you log in. In 6.1 we’ll effectively revert lapsed accounts into a Starter Edition “mode”, with all of the same restrictions. The one difference being that your sub-level 20 characters will be able to join a guild if any of your other characters are still in that guild.
The label for this mode internally is “Veteran”, and those are the strings that were datamined, but it’s unlikely to be a term we use to any great degree externally. It will simply be the default state for accounts that don’t currently have an active subscription.
Veteran Account Globalstrings

Garrison Campaign Clarifications
I seem to have bugged out my very first garrison campaign. As far as I can tell, I got to the "These look familiar" quest, then went off to do other stuff and forgot about it. At some later time, I abandoned the quest along with several other quests, not realizing what it was. And Jr. Surveyor Dorn does not appear to exist any more to allow me to pick it up again.
If you never completed this quest, Jr. Surveyor Dorn should still have it just outside your Garrison gates by the outhouses. If you did complete it and quickly picked up the next quest in the cave, you can zip back up to northern Gorgrond and speak to Hansel Heavyhands.
Is this why all my buildings are still lvl 1 ive done tones of quest out in the world an i havnt found one thing to upgrade my buildings yet lol Oh an i just got to 96 if that means anything quested Tones an not able to find upgrade items at all
You can check to see what is needed to upgrade Garrison buildings via the drafting table UI inside your Town Hall. =)
What about a lvl 100 with a lvl 3 garry, that has received NO QUESTS at all for the ~8 weeks of being 100?
The simple requirements to begin doing campaign quests are level 100 and a tier 2 Garrison so it's likely you started one early on and haven't fully completed it yet. That hotfix is now live so double-check your quest log to see if there is a Campaign quest in there that hasn't been completed. Otherwise, run around your Garrison and see if there is an obscure NPC with a quest available, or scan zone maps to see if you can find a "!" or "?" out in the world.
January 15th Hotfixes
Reduced the damage of
for Protection Paladins by 80%. Protection Paladins should primarily use
for defensive value.
now grants 750 of each stat for Protection Paladins (down from 1000).
Garrisons, Followers, and Outposts
Garrison Campaign quests can now be found in the quest log under the "Garrison Campaign" category.
Fixed an issue in in which glyphs could cause crowd controlled (cc'd) targets to have Damage Over Time spells (DoTs) removed which would cause stored Soul Swap DoT's to be removed from
Corrected a bug in which Horde players weren't receiving credit toward the "It's an Invasion!" and "Invasion Specialist" Achievements for completing the introductory invasion quest.
Mine: Miners now continue working after midnight instead of taking an unscheduled coffee break.
6.1 PTR Status
In-game Character Copy is coming online, so try it out if you'd like to bring over a character to the PTR. You can access this in-game via the Character Selection screen once you've logged onto your PTR account
Garrison information is currently not copied over along with your character due to how it's saved on live retail realms, so if you copy a character right now they won't have a garrison on the PTR. We're working on a way to resolve this, but I don't have an ETA right now.
Just wanted to share some early information regarding the 6.1 PTR.
: this information is subject to change as plans are implemented. I'll update this thread or make a new one as I receive more information.
PTR Accounts and realms are currently locked to Mists of Pandaria. Upgrading the PTR accounts to Warlords is a lengthy process so I don't have an exact ETA, but it's something we're actively working on.
In-game Character Copy is currently offline. The plan is still to use the in-game system as opposed to the old website version (which hasn't been functional since 5.4).
Characters were wiped after the 6.0.3 PTR realms were brought down last month, and cannot be retrieved at this time.
