Just a note, when commenting on new creatures with existing animations, they do not modify the models. They create a new model, and rig the model and apply the existing animations to it. So this is a new model, but an existing animation.

This is the same with a lot of animations on models in the game, due to the huge amount of time it would take to give each and every model its own set of animations.

The Phoenix Hatchling doesn't make a noise when you click it and doesnt make a wing flutter noise when you are close to it.
Unlike most 'blue' pets, this pet is silent.

This pet has a "Low" drop chance (3% - 14%) according to Armory.

My best guess about Blizz actually getting the idea of giving him a non-combat pet would be:
After the fight in The Eye he didn't die. But asuming from the drop https://www.wowhead.com/tbc/item=32458 Ashes of Al'ar. Kael'thas lost his mount. He still needs a mount and is now raising a new Phoenix. Of my own opinion this is a very possible solution to the question why they made it.

In patch 2.4.3, numerous flying non-combat pets have had their flight height modified to no longer skim along the ground. This includes captured firefly, dragonhawk hatchlings, moths, owls, parrots, phoenix hatchling, spirit of summer, sprite darter, and tiny sporebat.

Got mine of Kael'Thas on First attempt of him today on Vashj! Very lucky drop, My guildies were jealous, they have only seen it drop twice now out of the whole guild.

Got this today off Kael'Thas Sunstrider, at the end of Magister's Terrace. Got it on my third trip in, but I imagine the droprate will be overwhelmingly miniscule (like so many cool drops).

According to the Armory, it has a low drop rate (3% to 14%).

Drops of Kael'Thas Sunstrider, the final boss of Magister's Terrace. I got mine on my third run, but I figure this is just outstanding luck, the droprate (knowing Blizzard) is likely miniscule. Saw it drop...whole party rolled need to avoid ninjas (although only one member was a PuG, and she waited till the party ran back after near wipe to loot) and I won with my roll.

This seems to have quite a high drop rate (compared to the 3%-5% most people think it is), I saw one drop in heroic MGT today on my second ever run, and a lot of other people on my server reported having one drop for them as well.

Just got this today during my MgT run. This was the second time I ran the instance and the first time I've seen it drop. I was so excited that I won the roll and I've had it out all day long. It is probably the coolest looking noncombative pet. And for further information mine droped during NON HEROIC (regular) MgT. So it will drop in either or and you DO NOT have to run heroic for it. I'll upload a picture asap.

just ran a guild run there and this dropped....along with the epic and another blue. it does not take the place of a blue armor/weapon piece.

Just dropped Kael on heroic on first attempt! Was pretty L337. and the hatchling dropped.

In fact, this companios is not just quite rare, but it is also very unique out of all other companions in the game, as it GLOWS. No other little pet in game can do that. When you are in location that is dark, all other pets are faded away, when this one only becmes prettier when it darkens.

Do we have like an official drop rate? I think it is mostly just luck, because my fiance got it on his first run, and i have ran like 15 times and it hasnt dropped for me =(

I hate all of you that have this pet. I have done MGT 17 times...maybe more and I have never seen this thing drop. I am exalted with SSO and never seen this thing drop. WHY DO I SUCK SO BADLY?
