FYI this, together with The Shoveler, are the only two BoE weapons in the game that have a class requirement. While only mages would benefit from the bonus to Frost spell damage that this wand has to offer, I bet there are some paladins that would want to wield The Shoveler - if nothing else then for the looks. :)

I wish this weren't mage only. I'm trying to help my guild gear up to attempt Viscidus and this is the only BoE frost damage wand in the game -- not to mention the fast speed.

You get the other wand at lvl 30 or so? +3 int +9frost dmg so is +1 dmg worth of 3 int?

Unique for being one of only two class-specific 'Binds when Equipped' items in Classic World of Warcraft, the Estilha Congelante wand can drop from any regular mob within the Urzal dos Mortos. It has an exceedingly low drop chance, as with most rare Bind-on-Equip items do.

It is an excellent wand for the level easily giving the Varinha da Fúria Glacial a run for its money, a wand which is acquired from the Varinha do Mago questline, started at any mage trainer with the quest Jornada ao pântano.

In comparison to the Varinha da Fúria Glacial, the Estilha Congelante has the following attributes;

One additional frost spell power (10 to the Varinha da Fúria Glacial's 9.)
Zero Intellect (as compared to the Varinha da Fúria Glacial's +3 Intellect.)
35.77 damage per second (inferior to the Varinha da Fúria Glacial's 37.19 damage per second.)
32 minimum damage, and 61 maximum damage (versus the Varinha da Fúria Glacial's 41 min. and 78 max.)
An attack speed of 1.3 (with the Varinha da Fúria Glacial's clocking in at 1.6)

As such, the Estilha Congelante only finds two advantages; a slightly higher frost spell power value, and a .3 faster attack speed. Frost Mages with a deep pocket will be able to get the Estilha Congelante more easily from the Auction House, though the Varinha da Fúria Glacial is a superior wand overall provided the mage thinks the wand is worth the effort. If the mage decides to take the Varinha Iraflama or Varinha da Força Etérea from Varinha do Mago instead, the Estilha Congelante can be a suitable replacement for the Icefury Wand.

However, it is important that the wand's attack speed is not dismissed—it is the fastest Frost Damage wand in the game. Thus, the Estilha Congelante is the best wand in the game for freezing Viscidus in Ahn'Qiraj, a phase 5 raid, able to be cast faster than an untalented Seta de Gelo. This is because Viscidus is frozen by the number of attacks it receives, rather than the damage, so a faster source of damage like the Estilha Congelante is perfect.

As a fun piece of trivia, this wand is also tied for the second fastest wand in Classic, with it and its contemporaries beaten solely by the Varinha Consagrada
